"necessary to add one more Overseer to the Staff. There are at

"present only two Overseers for Drainage Work, one for Victoria

"and the Hill District, &c., and the other for Kowloon, including

"Sham Shui Po. The one for Victoria (J. Dickson) is due for leave

"in the beginning of next year. It is quite impossible for one man

"to supervise the work both in the City and in Kowloon. Apart from that, the great amount of nullah training which has been carried

"out and the considerable extensions of sewers, kc., all of which

"call for supervision for their proper maintenance, justify the

*addition of another overseer

necessary.

I am satisfied that this appointment is

One additional Clerk (III Grade) to be appoint-

-ed in connection with the Crown Lands and Survey Office.

This addition was sunctioned last year by the

Officer Administering the Government but through an oversight no

recommendation was made to you and therefore no provision was made

in the current year's Estimates. I am satisfied as to the

necessity for this recommendation.

(f).

One additional Clerk (V Grade) to be appointed

in connection with Drainage Work.

Owing to the nature of the work, the clerical

duties in connection with this branch are so heavy that much of the time of the Executive Engineer in charge is wasted over them.

I am satisfied that the appointment is desirable.

2.

The immediate increase involved by the above

recommendations is £11,040.
